Indefinite Quantity Contracts

Indefinite Quantity Contracts (IQCs) are the process by which donors such as the United States Agency for International Development (USAID) pre-qualify contractors for work in a specific technical area. Competition for assignments is then limited to those pre-qualified firms.

Khulisa pursues IQCs both independently and in strategic partnerships with other organisations. Khulisa is either a prime contract holder or sub-partner on the following IQCs.



SAPPPA IQC (South Africa PEPFAR Partner Performance Assessment)

Khulisa leads the team that is the sole contract holder of a five-year, US$14.2 million IQC with the US Centers for Disease Control (CDC) to conduct Performance Assessments of selected PEPFAR/South Africa programs.

Data Quality Assessments for the Global Fund

The Global Fund’s Data Quality Audit IQC is an integral part of the Global Fund’s performance based funding system. The reports produced by the DQAs serve two purposes: (1) to verify the quality of the programmatic information reported, and to inform subsequent financing decisions, and (2) to highlight or pinpoint areas of programmatic reporting systems that need strengthening. Under this IQC contract, Khulisa is a sub-contractor to John Snow, Inc.

TASC3 Global Health IQC

TASC3 allows USAID to easily access quality technical assistance and support for activities in maternal and child health, nutrition, infectious diseases, and HIV/AIDS. Khulisa’s work in Data Quality Assessments, Performance Assessments and other type of evaluations and assessments can be sourced through the TASC3 IQC. Under this IQC project, Khulisa is a sub-contractor to University Research Co., LLC.

AIDS Support and Technical Resources (AIDSTAR)

The AIDSTAR mechanism is an indefinite quantity contract (IQC) managed out of the Office of HIV/AIDS in USAID’s Bureau for Global Health. AIDSTAR is a flexible mechanism available to U.S. Government (USG) country teams, USAID/Washington operating units, Missions, and other USG agencies to access technical expertise and implementation support across a broad range of HIV/AIDS-related technical areas.



AIDSTAR Sector 1 IQC

AIDSTAR contractors for Sector I have demonstrated technical capacity in a range of technical areas related to prevention, care and support; treatment/antiretroviral therapy and related services; stigma and discrimination; gender; and program-related data collection and analysis. Under this IQC project, Khulisa is a subcontractor to JHPIEGO, an international health affiliate of The Johns Hopkins University.

AIDSTAR Sector 2 IQC

AIDSTAR Sector II may be used for management systems, building capacity, programme monitoring and coordination, networking and linkages, technical leadership and knowledge management (institutional capacity building), and management of Global Fund country-level institutions. Khulisa is a subcontractor to Management Sciences for Health and Khulisa's sister organisation, KMS Global, is a subcontractor to Abt Associates.
