The project’s target groups were young people aged 10-25 and mobile populations. The project placed an emphasis on behaviour change communication, strengthening of community-based organisations, advocacy, and strengthening health systems while making health services more youth-friendly.

The project supported comprehensive, integrated HIV prevention, care and support services that emphasized counselling/ testing, care/treatment, and educational and life skills outreach programmes. People living with HIV/AIDS (PLWHA) and their families were supported and involved in project management. Training of peer educators, counsellors, youth leaders, CBOs and PLWHA associations were major components.

Khulisa (as a subcontractor to CARE/Mozambique) was responsible for the M&E framework as well as designing the Project MIS, conducting the baseline and final surveys, conducting several special studies, and delivering training in organisational development to PLWHA partners at the provincial, district, and community levels.
