Khulisa completed research and a thematic study for the World Bank to identify the current best and promising practices for governance, management and accountability in South Africa, Zambia, and Senegal. The study identified:

  1. What are the needs for governance, management and accountability at (a) central, (b) provincial or district, and c) school and classroom levels and how these can be improved?
  2. How can decentralisation policy decision making improve the effectiveness and efficiency of secondary education delivery?
  3. How can ICT improve decentralised secondary school-based management and accountability for learning outcomes?
