The TECL project was a joint initiative of the South African Government and the ILO to operationalise key action steps recommended by the Child Labour Action Programme (CLAP). World Education, Inc. and Khulisa Management Services were awarded a major contract to undertake a series of research and study activities, as part of a collaborative design of pilot projects with identified implementing partners to address the aspects of Commercial Sexual Exploitation of Children and Child Trafficking.
This contract included a literature and policy review, a national stakeholder analysis, and a provincial stakeholder analysis in Gauteng province. A GIS component was developed in order to further detail and document the goals and findings of the program. Khulisa’s primary role in this project was conducting research focusing on rapid assessment and an environmental scan to establish baselines and M&E for South Africa on eliminating the Worst Forms of Child Labour (WFCL).
