This purpose of this assignment is to improve the quality of data collected by the provincial and national departments of education and it is utilised by the Minister of Education to refine policy and take action against poorly performing institutions.
Khulisa is conducting a 4% sample of 29,324 public and independent ordinary subsidised schools, special schools, Adult Basic Education and Training (ABET) centers and Further Education and Training (FET) institutions in South Africa.
The sample survey study, which is carried out annually over a three year cycle, investigates the quality of data collected by these educational institutions.
Khulisa leads a consortium with PricewaterhouseCoopers and Basic Blue Management Consultants as fieldwork sub-contractors. Khulisa’s responsibilities include: sample selection; design and pilot testing of the survey instrument; fieldworker recruitment, training and coordination; data cleaning, capture and analysis; and presentation of findings and recommendations. The survey and audit will provide a comparative analysis over the three year period.
