Khulisa was contracted to capacitate the Ministry of Public Works and Transport (MoPWT), Lesotho in Monitoring and Evaluation (M&E) such that ministerial staff would be able to establish a functional M&E system. Khulisa developed an intensive three day training programme which incorporated the some general M&E principles which Khulisa, through its extensive work in M&E, MIS and data management, has determined as key to understanding M&E. The content of the course included:

  • An introduction to basic concepts of M&E and their relation to project monitoring and evaluation
  • Introduction to logic models in M&E
  • Introduction to the Indicator Development Process
  • Development of Indicator protocol reference sheets
  • Definition of data management systems related to indicators the ministry reports on
  • Introduction to the process of defining data management systems for indicators the ministry reports on from source through to reporting
  • Introduction to basic concepts of conducting Outcome and Impact evaluations
  • Hints and tips in report writing skills
  • Khulisa also developed a data repository which the client could use to store indicator data. The project was a capacity building exercise, at the end of which those trained were able to develop M&E systems suitable to their needs. The training served a dual purpose as it not only built participant knowledge but also built skill in research, monitoring, evaluation, managing and interpreting data. Khulisa assisted the MoWPT to develop indicator protocol reference sheets for a set of indicators which the ministry is required to monitor for its Integrated Transport Project (ITP). Khulisa also develop a data repository which the ministry can use to store ITP indicator data. Upon completion of the our contractual obligations, the DMS for all the indicators in the IPT were clearly defined and documented such data flows to and within the MoPWT can now be streamlined.
