TECL II, Towards the Elimination of Child Labour (TECL), builds on the work of its predecessor which implemented the Child Labour Program of Action in South Africa and laid the basis for concerted action against child labour in Botswana, Lesotho, Namibia and Swaziland by putting into place National Action Plans.
Now TECL II is supporting the National Action Plans in South Africa, Botswana and Namibia to contribute to the elimination of all forms of child labour. Two immediate objectives focus on mainstreaming child labour issues and designing intervention models focused on education and HIV/AIDS.
As member to the international team, Khulisa leveraged extensive experience in child labour programs across Africa to bear on the South African component of TECL II. Notably, Khulisa provided technical assistance to the International Cocoa Verification Board on the presence of child labour in the cocoa industry in West Africa as well as to the Elimination of Child Labour in Tobacco-growing Foundation in Malawi. Khulisa also implemented the Reducing Exploitative Labour (RECLISA) project in South Africa and provided M&E assistance to program partners in Southern Africa.
Ms Elna Hirschfeld, Senior M&E Officer at Khulisa, indicated that a range of evaluation techniques were used to elicit constructive program feedback from stakeholders including children the direct beneficiaries of TECL II in South Africa. The findings as presented in a Stakeholder Workshop and contained in the final report will assist the TECL management team to align activities with the program’s theory of change.
