Requirements:
- Based on the level of the position
- PhD in evaluation and research methods, public policy, political science, or a related field is required for the senior position;
- OR Master’s degree in evaluation and research methods, public policy, security studies, economics, political science, or a related field
- OR Bachelor’s degree security studies, economics, political science, or a related field
- Experience researching DoD security cooperation efforts or conducting evaluations of DoD security cooperation efforts
- Minimum 15 years of experience in roles of increasing responsibility in Assessment, Monitoring, and Evaluation (AM&E) and policy research with focus on security
- Experience in managing and leading complex evaluations of international donor funded projects
- Knowledge of different regional security contexts and security cooperation related activities of the USG and its allies and partners in different parts of the world
- A positive track record of successfully leading and completing high quality assessments and evaluations for USG agencies
Familiar with theater and/or country clearance requirements and should be able to interface directly with Geographic Combatant Commands (CCMDs) and/or Embassy staff as required
- Successful track record as a primary author of evaluations, policy research published by respected think tanks, and/or other article in peer reviewed journals in topics related to evaluative studies of international programs, security cooperation, and/or other regional or security policy related issues
- Superior quantitative and qualitative data collection and analysis skills
- Active Secret Security Clearance is a must have
- In depth knowledge of the American Evaluation Association (AEA) Guiding Principles for Evaluators.
