FULL TIME POSITION
BASED in Washington, D.C., United States
Provides expert-level leadership around PEPFAR specific M&E/SI capacity building approaches, tools, and services. Oversees and ensures quality of M&E/SI consultants and teams deployed in Africa, and monitors progress in capacity building against client expectations. Liaises with relevant in-country PEPFAR clients around M&E/SI efforts overall and at country level. Ensures project internal reporting to clients on project targets. Manages M&E Officer and/or CLA officer; Reports to: Project Director.
Key Skills & Experience required:
- A Master’s Degree or higher in health, M&E, or international affairs
- 10+ years of M&E experience in international health, with a focus on PEPFAR and HIV/AIDS programs, DQAs, health systems, and capacity building.
- Relevant international M&E/SI health experience in Africa is essential.
- M&E/SI experience working on USAID-funded public health projects highly advantageous.
- Must be based in the United States and able to work in the United States
Key Responsibilities:
- Coordinate with appropriate stakeholders in Washington and in Africa around PEPFAR M&E/SI needs and required capacity building services.
- Create a repository of approaches, tools, templates, for assessing and building robust M&E/SI systems and individual/organizational capacity among local PEPFAR partners in Africa, with a specific focus around proficiency in reporting into PEPFAR data systems (DATIM, SIMS, etc).
- Customize approaches, tools, and templates as required for individual assignments at country level.
- Build a pool of qualified consultants to assist local PEPFAR partners in strengthening their M&E systems to meet PEPFAR reporting requirements. Design and deliver regular training for consultants in project approaches, tools, templates for M&E/SI support at country level. Deploy consultants to specific projects and monitor the quality and effectiveness of their work. Resolve any performance issues quickly.
- Develop the project’s internal performance monitoring (M&E Plan) and oversee its utilization and make revisions and updates as needed. Ensure project quarterly and annual reporting of results and progress toward project targets.
