Khulisa is currently seeking candidates for two positions with the following requisite qualifications for a six-month evaluation of the Bureau of Population, Refugees, and Migration (PRM) program’s effectiveness for Refugees and Internally Displaced Persons in the Caucasus.
Evaluation Team Requirements (for both positions)
- Master’s degree or higher in a relevant discipline (PhD advantageous);
- At least 5 (five) years of relevant work experience in humanitarian settings;
- Demonstrated familiarity with IDP protection and assistance and humanitarian assistance;
- Prior experience working in the Caucasus required: Georgia (preferred), and/or Russia, Azerbaijan, and Armenia;
- Prior experience on United States Government (USG)-funded assignments is required, preferably for US Department of State and/or PRM;
- Must have familiarity of both technical and humanitarian terms;
- Must have an understanding of the mandates/responsibilities of PRM and its partners in protecting and assisting refugees and IDPs;
- An awareness of relevant research and evaluations conducted by UNHCR, ICRC, IOM, NGOs, and universities is required;
- Proven experience in quantitative and qualitative data collection, analysis, and reporting, including with sensitive data in order to protect confidentiality, is needed;
- Prior experience and knowledge of PRM is highly beneficial;
- Must be proficient in English (speaking and writing).
- Proficiency in Georgian is strongly preferred. Russian a plus.
- Fully available to participate as independent consultant for the duration of this assignment.
Position 1: Evaluation Specialist (Team Lead) (Mid or Senior)
- Experience designing, implementingand leading overseas evaluations in humanitarian settings;
- Track record of managing large-scale evaluations effectively and collaboratively;
- Based in Washington D.C., U.S.
Position 2: Subject Matter Expert (Mid or Senior)
Based in Washington, D.C. or Georgia (preferred).
- Expertise in one or more of the following categories are required: Humanitarian Assistance/Complex Emergency Specialist, Conflict Prevention, Mitigation and Reduction and Post-Conflict Reconstruction Specialist and/or Democracy and Governance Analyst;
- Must be familiar with PRM-funded programs;
- Must have experience working in non-camp humanitarian settings in countries assisting refugees and IDPs;
- Based in Washington, D.C. or Georgia (preferred).
