Khulisa is currently seeking qualified candidates for an upcoming evaluation of State’s Bureau of Democracy, Human Rights and Labor (DRL)-funded interventions supporting Community Organizing and Mobilization initiatives.  The objectives of this evaluation include: understanding the factors that contribute to effective community organizing and/or mobilization in democracy and rights-based programming; determining the results and objectives realized by activists and mobilized groups; and exploring whether programmatic approaches led to sustainable effects.


Requirements for ALL POSITIONS:


  • Fully available for part-time consulting for 2 years/24 months (not full time employed)
  • Expertise in evaluating foreign assistance projects focused on democracy, human rights, and labor issues as well as closed and closing environments
  • Experience with a variety of evaluation methodologies, incl. outcome evaluations
  • Familiarity with civil society organizations (CSOs) capacity building, and sustainable strategies for community engagement and mobilization highly advantageous
  • Strong prior experience evaluating U.S. government or other donor programs addressing rule of law and human rights issues, preferably in sensitive/restrictive environments
  • Prior experience on DRL programs/projects is highly beneficial
  • Demonstrated language skills in Arabic or Russian, with fluent English, preferred.


1. Evaluators (Mid)


  • Relevant degree (Master’s degree strongly preferred)
  • Min. 5 years’ relevant experience designing and evaluating foreign assistance programsaddressing democracy and human rights issues
  • Experience with a variety of evaluation methodologies, incl. outcome evaluations
  • Experience conducting evaluations in restrictive settings and/or with marginalized populations
  • Demonstrated understanding of issues concerning effective community organizing and/or mobilization in democracy and rights-based programming


2. Subject Matter Experts (Mid or Senior) Local Subject Matter Experts or Evaluation Researchers (Mid-Snr.)


  • Relevant degree (Master’s degree strongly preferred)
  • Min. 5 years’ relevant experience,including in foreign assistance to support human rights issues
  • Experienced in performing evaluations and/or assignments in democracy, rule of law, human rights
  • Understanding of social science research methodology
  • Deep knowledge of local country and culture, and civil society community
  • Must be based in either:
    • East Asia & Pacific: Burma (Myanmar), Cambodia, China, Indonesia, Laos, Malaysia, North Korea, Papua New Guinea, Philippines, Vietnam
    • Europe/Eurasia: Armenia, Azerbaijan, Belarus, Hungary, Moldova, Montenegro, Russia, Turkey, Ukraine
    • South & Central Asia: Afghanistan, Bangladesh, Kyrgyzstan, Pakistan, Sri Lanka, Tajikistan, Turkmenistan or Uzbekistan
    • Near East & North Africa: Algeria, Egypt, Iran, Iraq, Israel, Jordan, Lebanon, Libya, Morocco, Saudi Arabia, Syria, Tunisia or Yemen
  • Requires English and at least one local language proficiency (preferably Arabic or Russian)
