Khulisa seeks qualified and experienced candidates for an anticipated 5-year USAID Monitoring and Evaluation Support for Collaboration, Learning, and Adapting (MESCLA) 2.0 activity in Honduras.


  • Significant experience in the economic growth, democracy and governance, and/or citizen security sectors.
  • Experience working in Central America required. Experience in Honduras strongly preferred.
  • Proficient Spanish & English language skills required. Honduran Nationals are encouraged to apply.

The activity will (i) design, implement, and disseminate evaluations, assessments, surveys and monitoring analyses; (ii) facilitate intentional use of collaborating, learning, and adapting (CLA) among USAID/Honduras staff, implementing partners, and internal and external stakeholders; and (iii) build MEL capacity of USAID/Honduras and implementing partners, local organizations, and government counterparts in Monitoring, Evaluation and Learning (MEL).


These are full-time position based in Tegucigalpa, Honduras and is contingent upon project award to Khulisa.




EVALUATION SPECIALIST


Qualifications


  • Significant experience in the economic growth, democracy and governance, and/or citizen security sectors preferred.
  • Master’s degree in statistics, social science, public policy, economics, or a related field and at least 8-10 years of relevant experience,
  • OR Bachelor’s degree and 10-12 years of relevant experience.
  • Expertise designing and leading rigorous impact evaluations and/or performance evaluations, collecting and/or analyzing data, and conducting quantitative and/or qualitative research in one or more of the following sectors: economic growth, democracy and governance, and citizen security sectors.
  • Demonstrated ability to lead a multi‐disciplinary evaluation team that may come from a diverse background, experience, gender, and culture
  • Strong economic, statistics and econometrics skills preferred, such as experience with detailed, high-level data analysis, sampling, and design and implementation of quantitative household or enterprise surveys in developing country contexts.
  • Experience developing and implementing quality assurance/control procedures for data collection.
  • Experience disseminating complex information in an accessible manner to high-level audiences. 
  • Experience in rapid cycle evaluations preferred. Key Roles and Responsibilities

Key Roles and Responsibilities


  • Leads the design of performance and impact evaluations of governance, economic growth and/or citizen security interventions.
  • Designs and/or oversees the development of sampling plans, survey instruments, and other evaluation materials.
  • Leads the quantitative and/or qualitative data collection of evaluations;
  • Oversees survey enumerator training.
  • Oversees data cleaning and leads data analysis, as needed.
  • Ensures consistent and transparent quality control methods for all tasks and functions.
  • Produces high-quality evaluation reports and other deliverables, integrating and clearly interpreting quantitative and qualitative findings.
  • Participates in disseminating evaluation findings, in print and /or in person, ensuring best practice for data visualization.  



CLA SPECIALIST


Qualifications


  • Technical expertise in one or more of the following areas: governance, transparency, resilience, citizen security, economic growth, vulnerable populations, and/or environment sectors are required.
  • Master’s degree in social science, public policy, statistics, economics, or a related field and at least 8-10 years of experience in MEL, and data for decision-making
  • OR Bachelor’s degree and 10-12 years of relevant experience.
  • Experience in CLA, including working collaboratively with stakeholders to review and use data to inform policy and project design and implementation
  • Experience in developing learning agendas and learning questions
  • Demonstrated experience organizing and facilitating stakeholder workshops/events focused on MEL, learning and adaptive management
  • Experience preparing and presenting complex information in an accessible manner to high-level audiences. 
  • Experience designing and implementing knowledge management systems and disseminating information to targeted audiences
  • Extensive expertise effectively liaising, communicating, and working collaboratively with a wide array of stakeholders

Key Roles and Responsibilities


  • Lead activities focused on building capacity of USAID/Honduras staff and local partners in implementing CLA for adaptive management including but not limited to improving organizational practices and business processes to deepen coordination, collaboration and synergies within the Mission around performance monitoring.
  • On an on-going basis, gather contextual information concerning Honduras that might impact directly or indirectly USAID strategy, current project implementation, and new project design activities. Such documents may include demographic, household-level, and national economic indicator data; results from sector-specific surveys; research on best practices, lessons learned, or innovative partnership models.
  • Developing a mission learning agenda that complements the learning activities of other donors and stakeholders in order to avoid duplication of efforts and to be able to measure USAID attribution in cases of multi-donors interventions
  • Build capacity of USAID/Honduras in translating MEL data into knowledge and in using MEL information to inform programming
  • Provide support to USAID/Honduras in implementing a knowledge management system and disseminating assessments, study findings, and evaluation reports.
  • Identify and implement opportunities for CLA with USAID implementing partners, the Government of Honduras, and other stakeholders including but not limited to: participatory learning and adapting, pause-and-reflect, and data review meetings and workshops
  • Provide support in developing learning agendas, including research and evaluation questions
  • Support and oversee efforts to integrate CLA in Activity design, management, and internal processes.
