Khulisa Management Services Inc. is seeking strong M&E mid-level US-based professionals to work with us in the upcoming DOS IDIQ PMELS. Sectorial experience in migration, labor (including unions, work rights, disability persons right etc.), environmental policies and programing (including climate change, waste management, preservation, and environmental education), gender and women’s rights, civil society strengthening. Geographical experience is preferred in South and Central America, Subs Saharan Africa, MENA.

Engages in Monitoring and Evaluation and research projects through, developing timelines, developing research instruments, coordinating outreach/activities collecting data, analyzing data, writing reports, and preparing and facilitating presentations/workshops.  This position may entail some international travel. Security clearance is a big plus.

Khulisa is an expanding small business with offices in Bethesda MD and with an international footprint.  

Qualifications & Experience:

  • A Master’s degree (in a relevant field, such as international development, M&E, social sciences, education, democracy and governance, etc.).
  • 3 to 5 years demonstrated experience conducting and leading M&E activities (such as conducting evaluations, designing/implementing M&E frameworks, developing theories of change, data quality audits, performance assessments, interpretation and analysis of data sets and report writing).
  • Providing day-to-day support to project team and clients, report writing and graphics, engaging in the planning and coordination of travel logistics, work plans, timelines for deliverables, scheduling meetings with consultants and stakeholders, and attending meetings with clients regarding projects.
  • Qualitative and/or quantitative evaluation skills, including sample design, mixed method designs, data analysis and instrument development.
  • At least 3 years’ experience in an inter-cultural and multi-sectoral environment.
  • Pro-active self-starter, team player willing to take initiative and go the extra mile.
  • Good writing and research skills; conducts research from all open sources such, as libraries and the internet.
  • Willingness to embrace a multi-tasking environment with a great opportunity for acquiring new knowledge and experience.
  • A good command of statistics, sampling methodologies, and statistical analysis software such as SPSS, STATA, NVivo, among others, managing complex data collection and analysis efforts.
  • Knowledge/experience working with multi-lateral and bilateral donor agency activities and policies/procedures (e.g., United States Government (USG) agencies, such as USAID, State Department, Department of Defense; other agencies like United Nations, World Bank, foundations, etc.).
  • Excellent written and spoken proficiency in English is required.
  • Language skills in French, Portuguese, and/or Spanish or any second language is an advantage.
  • Must be based in the US. 
  • Security clearance is an advantage.
