International Consultants for SUN LE




Required Qualifications and Experience 


  • Master’s degree in Public Administration, although advanced degrees in Social Science, Public Health, Economics, Food Security, or equivalent will be acceptable.
  • Minimum 10 years’ relevant work experience
  • Demonstrated experience as a Team Leader
  • Demonstrated knowledge of management principles/best practices and programme performance auditing/assessments methodologies
  • Demonstrated understanding of public sector service delivery, particularly multi-sectoral public sector initiatives
  • Demonstrated experience with social development programmes, ideally in Africa.  Familiarity with nutrition, food security, water and sanitation programmes highly desirable. 
  • Prior experience with evaluations or social science research.
  • Excellent oral and written communications skills in English. 
  • Ability to visualise findings highly desirable. 
  • Demonstrated experience presenting to executive level management and/or policy-level audiences. 
  • Proficiency in MS-Office, comfortable with analytical software
  • Demonstrated experience in timely and quality delivery of expected outputs 
  • Willing and able to travel to and from Zambia, within Zambia, and possibly to Johannesburg, South Africa required.

Tasks and Duties


The international consultant(s) will assist Khulisa and the Lusaka based SUN LE team with the following:


Finalising the PA approach and tools


  1. Assist in finalising the approach and tools for submission to the partner (GRZ/NFNC), the client (USAID), and relevant stakeholders in Zambia
  2. Incorporate any relevant changes emerging from consultations with the partner, client, stakeholders, and/or the pre-testing exercise
  3. Design an approach for quality controlling incoming data.

Training PA assessors


  1. Design and conduct a 5-8 day training program for PA assessors

Pilot test of the tools


  1. Lead the performance assessment teams in conducting the field test and incorporate the feedback into the tools, assessment design and logistical planning

Performance Assessment


  1. Conduct performance assessments in selected organizations/agencies – especially at the national level

Quality control and cleaning of incoming data


  1. Assist in quality control and cleaning of incoming data, including cross-checking rubric levels assigned by assessors with evidence, and recommending changes as required.
  2. Ensure documentation of all changes to the raw data set during quality control and cleaning

Analysis, report writing, and dissemination


  1. Assist Khulisa and the Lusaka based SUN LE team with analysis and report writing, including, but not limited to:
  • preparation of preliminary results (Word doc and PowerPoint presentation) to be shared with the partner, client and stakeholders in September 2020
  • preparation of final draft report (Word doc)
  • preparation of PowerPoint presentations for a national conference
  • preparation of a final report (Word doc)
  • preparation of a final PowerPoint presentation
