Short term Consultants


SUN LE Readiness and Performance Assessments (PAs)


Applications are invited from suitably qualified candidates to work on a short-term basis as Performance Assessors between May 2020 to July 2020.




Qualifications and skills


  • A Bachelor’s degree in public administration, social sciences, public health, nutrition or agricultural related field with at least 10 years work experience.
  • Master’s degree will be an added advantage
  • Demonstrated understanding of the Zambian public sector particularly multi-sectoral public sector initiatives and services delivery
  • Demonstrated experience with social development programmes.  Familiarity with nutrition, food security, water and sanitation programmes highly desirable. 
  • Substantial experience with field data collection – both quantitative and qualitative methods.  Demonstrated experience interviewing government officials at provincial/district / sub district level
  • Experience with performance audit/assessment, data quality assessment or general service quality assessment will be an added advantage
  • Experience in electronic data collection
  • English and local Language proficiency required. 
  • Excellent verbal commination skills, logical thinking, and ability to write clearly.
  • Need to be available for all the days of the assessment, including the training. (NO FULLY EMPLOYED CANDIDATES WILL BE CONSIDERED – CONSULTANTS ONLY)



Duties and Responsibilities


Assessors will work under the supervision of the SUN-LE Performance Assessment Team.  Assessor will be required to:


  • Participate in a 7-10 residential day training: Become fully familiar with the performance assessment methodology and tools
  • Participate in the sampling process to select units as well as key informants for the performance assessment using prescribed methodologies
  • Confirm appointments with the selected respondents for performance audits.   Make alternative arrangements for appointments as necessary.
  • Make courtesy calls to relevant government offices to brief the officials on the performance assessment

  • Collect data – using a mix of quantitative and qualitative methods from the selected respondents and capture the data into a tablet.
  • Collect data according to the prescribed data collection schedule (which may include evenings and weekends) ensuring adherence to timelines
  • Be fully responsible for project equipment entrusted to him/her
