Khulisa is currently seeking suitable Independent Evaluators and Researchers based in the US with security clearance and experience working with DoD security cooperation programs to join our global consultancy database for upcoming consultancies.



Program Manager


Overall management and functioning of all evaluation activities such as planning, budgeting, identifying appropriate staffing levels, securing qualified staff, reporting and deliverables.


Minimum requirements:

  • Master’s degree in management or related field
  • 10 years’ of program management experience with emphasis on project cost, schedule, performance, and requirements management
  • Active duty military or NGB experience or experience within DoD
  • Experience working with DoD security cooperation programs.

Senior Evaluator


Overall management and functioning of evaluation activities incl planning, budgeting, staffing, reporting and deliverables.  Provides technical guidance, conducting field work and research, overseeing evaluation design & execution, and ensuring evaluation meets all DoD guidelines and policies.


Minimum Requirements:

  • Master’s degree in Evaluation Sciences or related field
  • 10 years’ experience in evaluation and performance management of projects; research methods; and/or project design.
  • 5 years’ experience in project or program management
  • Familiarity with American Evaluation Association (AEA) standards
  • Experience evaluating U.S. government foreign assistance programs

Preferred Requirements:

  • PhD in Evaluation Sciences or in International Development or a related field.
  • 15 years’ experience in evaluation and performance management of projects; research methods; and/or project design
  • Experience researching relevant topics such as humanitarian/disaster relief efforts, DoD security cooperation efforts, foreign military institution building, medical capacity building, or cyber capability development for partner nations.

Senior Researcher


Ensuring DoD guidance, processes, and procedures are addressed within the evaluation framework.  Familiar with DoD environment and doctrine and have a firm grasp of the DoD security cooperation environment. 


Minimum Requirements:

  • MA in Evaluation Sciences or in International Development or a related field
  • 10 years’ of US military or DoD experience
  • Experience researching relevant topics such as humanitarian/disaster relief efforts, DoD security cooperation efforts, foreign military institution building, medical capacity building, or cyber capability development for partner nations.

Preferred Requirements:

  • PhD in Evaluation Sciences or in International Development or a related field
  • US Government deployment experience
  • 15 years’ of US military or DoD experience
  • Background in US security cooperation programs.

Senior Evaluation Methodologist


Responsible for evaluation methodology and design.  This includes providing relevant technical guidance, identifying and executing the appropriate agreed upon methodology, and conducting field work and research.


Minimum Requirements:

  • Master’s degree in Evaluation Sciences or in International Development or a related field
  • Possesses 10 years’ experience in conducting project monitoring and program evaluations, surveys, assessments, and data analysis.
  • Possesses knowledge of international best practices on project design, implementation, evaluation and learning, as well as excellent interpersonal, writing and presentation skills.

Preferred Requirements:

  • PhD in Evaluation Sciences or in International Development or a related field
  • 15 years’ experience in evaluation and performance management of projects; research methods; and/or project design.
  • Experience working with DoD security cooperation programs
  • Familiarity with American Evaluation Association (AEA) standards.

Junior Researcher


Responsible for supporting evaluation design and execution.  This includes providing relevant technical expertise, supporting identification and execution of the appropriate agreed upon methodology, field work and research.


Minimum Requirements:

  • Bachelor’s degree in Evaluation Sciences or in International Development or a related field
  • Knowledge of evaluation and social science research methods
  • 2 years’ experience conducting AM&E or social science research
  • Experience researching relevant topics such as humanitarian/disaster relief efforts, DoD security cooperation efforts, foreign military institution building, medical capacity building, or cyber capability development for partner nations.

Preferred Requirements:

  • Master’s degree in Evaluation Sciences or in International Development or a related field
  • 5 years’ experience conducting AM&E or social science research.
