Although developed for M&E of digital interventions, Khulisa finds this framework applicable to any intervention that involves scaling. 

Digital health interventions commonly undergo an “intervention maturity life-cycle” as they move from a digital health system prototype towards national-level implementation. The model depicts the planning and implementation of concurrent M&E activities during the full intervention lifecycle.  As the intervention matures, so do the M&E processes.
