International Media, Journalism, & Communications Evaluators & Subject Matter Experts


Arabic, Urdu or Russian, with fluent English – 12 months Part time Consulting Opportunities




The assignment involves an Outcome Evaluation of a Media Portfolio of programs in the DRG sector. The objectives include:


  1. Understanding the extent to which approaches led to expected changes, and whether any positive or negative unexpected changes occurred; and
  2. Exploring whether approaches led to sustainable effects.  The findings are expected to cultivate learning and to inform strategy and funding decisions.

Requirements for ALL POSITIONS:

  • Fully available over twelve (12) months for part-time consulting (not full time employed)
  • In-depth knowledge of international media, journalism and communications
  • Expertise in evaluating foreign assistance projects focused on democracy, human rights, rule of law and media issues
  • Experience working on U.S. government or other donor supported programs
  • Have demonstrated language skills in Arabic, Urdu or Russian, with fluent English
  • Possess exceptional organizational and communication skills

Senior Evaluator/Evaluation Expert & Team Lead

  • Advanced, relevant degree (PhD degree strongly preferred);
    Minimum of 10 years’ relevant experience in international media/journalism
  • Relevant degree (Master’s degree strongly preferred);
  • 5 years’ relevant experience in M&E
  • Demonstrated ability to design and evaluate foreign assistance evaluations addressing democracy and human rights issues
  • Experience with a variety of evaluation methodologies, including outcome evaluations
  • Experience conducting evaluations in restrictive settings and/or with marginalized populations
  • Experience leading or supporting evaluations addressing rule of law preferred

Local Subject Matter Experts or Evaluation Researchers:

Central Asia, Europe/Eurasia, or Near East Asia

  • Relevant degree (Master’s degree strongly preferred);
  • 5 years’ relevant experience, including foreign assistance to support human rights issues
  • Experienced in performing evaluations and/or assignments in democracy, rule of law, human rights, media, journalism and/or communications;
  • Understanding of social science research methodology, foreign assistance & human rights issues;
  • Deep knowledge of local country and culture, and civil society community;
  • Must understand local languages and English (preferably Arabic, Urdu or Russian)
  • Local from Central Asia, Europe/Eurasia, or Near East Asia.
