Khulisa Management Services is seeking a Chief of Party for a potential upcoming global project focusing on enhancing data ecosystems for development in education. The Chief of Party must have the leadership, depth, and breadth of technical expertise and experience, professional reputation, supervisory and program management experience, interpersonal skills, and professional relationships that demonstrate their ability to be a global thought leader in this field, as well as ensure that the diverse global project fulfills its goals and objectives. This is a full-time position based in Washington, DC. The Chief of Party will also provide guidance and support on technical activities undertaken by the program with direct supervision of all program implementation.
Qualifications/Experience
- A Master’s Degree in Education, International Development, Business Administration, Social Sciences, or other Education/Data or Management-related advanced degree required.
- At least 10 years of experience designing, implementing, and managing complex education projects in/for low and middle income countries, of which at least seven years has been spent supporting improvements to the quality, relevance, availability, accessibility, and use of education data.
- Prior experience as Chief of Party, Project Director, Deputy Director, Team Leader, etc., on global and/or large project(s) of similar scope, scale, and complexity preferred.
- Demonstrated international credibility as a leader in the collection, management, analysis and presentation of education program data, data ecosystems, and/or the use of data for reaching program priorities.
- Advanced knowledge of International education systems and USAID education activities.
- Familiarity with Data systems on Education that are used in the international aid sector.
- Demonstrated experience in building partnerships to achieve mutual goals and objectives, including with U.S. government agencies, host-country governments and counterparts, international donors, multilateral organizations, and civil society and private sector partners in developing countries.
- Experience with USAID (highly desirable) and other multilateral organizations (e.g., GPE, World Bank, DFID, etc.).
- Strong financial management experience including the ability to develop, track and monitor budgets and the overall financial health of the project.
- Strong interpersonal skills for effective communication and interaction within the project and to promote and position the project in the broader global education arena.
- Strong management skills to guide all project human, technical, and financial resources.
- Strong interpersonal, writing, and oral presentation skills in English. Professional fluency in additional languages preferred (e.g., French, Spanish, Portuguese).
- Must be able to travel up to 30% of the time.
Roles and Responsibilities
- Direct the project’s strategic vision, design, and implementation with the aim of advancing the project purpose, objectives, and guiding principles.
- Lead development of annual workplans for timely submission to and approval by the client and ensure that agreed activities and targets are fully accomplished, meet expected technical and management quality standards, and are delivered on schedule and on budget.
- Serve as primary point of contact for the client/donor and ensure communications flow smoothly.
- Oversee a team of senior technical and program management staff and facilitate strong communication and coordination with and between all team members.
- Provide oversight of project subcontractors, ensure quality and timeliness of deliverables, and facilitate regular communication among implementing partners to encourage maximum participation in the project.
- Develop, manage, and maintain strategic partnerships with USAID, other U.S. government agencies and projects, host-country governments and counterparts, international donors, multilateral organizations, and civil society and private sector partners in developing countries.
- Identify opportunities and negotiate partnership programs to leverage synergistic donor, governmental, and organizational resources.
- Ensure effective internal systems for program delivery; results tracking and reporting; staff recruitment, mobilization, and retention; and contracting and financial management to rapidly, efficiently respond to dynamic program needs.
- Foster innovation and effective approaches in key technical domains including sector research, informatics, data analytics and visualization and evidence-based decision making.
- Facilitate proactive technical and programmatic monitoring, evaluation, learning, and adaptation across all levels of the project to mitigate risks to the program and refine program focus to apply lessons learned, respond to emerging needs, and take advantage of new opportunities.
- Develop and oversee a system for the identification and dissemination of good practices and lessons learned from project implementation.
