Seeking Evaluation, Assessment and Analyses

Democratic Republic of the Congo, Djibouti, Kenya, Rwanda, Somalia, South Sudan, Uganda, Burundi, Ethiopia, Sudan, Tanzania

 

The project aim to provide services to enable USAID to implement studies, including performance and impact evaluations, evaluation case studies, meta-evaluations, cross-sector and multi-country evaluations.  Secondly to strengthen evaluation capacity across the Mission/s by providing training and technical assistance.   Services and support may include evaluability assessments, planning for, designing and implementing studies and evaluations (including logistics), assistance on evaluation utilization and dissemination, assistance on joint evaluations with other international donors, and assistance in developing post evaluation action plans.

• Democracy, Governance, Human Rights, Conflict and Countering Violent Extremism

• Health, Population, and Nutrition; Water Sanitation and Hygiene
• Conflict mitigation and Post conflict Reconstruction
• Human capacity development, humanitarian assistance, and cross-cutting programs Gender and Development

Minimum qualifications:

• Senior: Master’s Degree and at least 10 years’ relevant experience
• Mid: Master’s Degree and 7-9 years’ relevant experience
• Junior: Master’s Degree and 3-6 years’ relevant experience

Experience and Expertise requirements:

• MUST have previous USAID project /evaluation working experience in at least one of the 7 countries: DRC, Djibouti, Kenya, Rwanda, Somalia, South Sudan, Uganda
• Expertise in a range of traditional, innovative, and state-of-the-art research designs, methods and analysis using qualitative and quantitative approaches
• Expertise in experimental, quasi-experimental and non-experimental designs
• Expertise in designing and delivering training for adult learners
• Data analysis addressing a broad range of development issues
• Preferably based in one of the 11 countries
