Oxfam has developed an interesting Social Norms Diagnostic Tool that will help both evaluators and social change campaigners to identify social norms and how they might be changed. This particular tool focuses on gender in research to change social norms. Although this looks at integrating research into a campaign, it is, we think, just as relevant for any programme.
