Khulisa seeks a qualified and experienced Evaluation Specialist and a Learning Specialists for a 4-year USAID Monitoring, Evaluation, and Learning (MEL) activity in Ghana. English language skills required. Experience working in West Africa is required.  Experience in Ghana is preferred.

The activity will (i) conduct performance monitoring for all USAID/Ghana activities, (ii) design, implement, and disseminate evaluations, assessments, surveys, and monitoring analyses; (iii) build MEL capacity of USAID/Ghana and implementing partners, local organizations, and government counterparts, and (iv) facilitate intentional use of collaborating, learning, and adapting (CLA) among USAID/Ghana staff, implementing partners, and internal and external stakeholders.

These are full-time positions based in Accra, Ghana and are contingent upon project award to Khulisa.

  1. Evaluation Specialist

Key Roles and Responsibilities

  • Oversee evaluations, assessments, and analyses of USAID implementation partners, including data collection methods and protocols, design of evaluation methodologies, and data quality audits. 
  • Lead the design of performance and impact evaluations of economic growth, agriculture/food security, health and/or governance activities, including designing/overseeing evaluation materials, and managing data collection.
  • Lead analysis of quantitative and/or qualitative M&E data.
  • Ensure consistent and transparent quality assurance over all tasks and functions.
  • Produce high-quality M&E reports and other deliverables, integrating and clearly interpreting quantitative and qualitative findings.
  • Support knowledge management, knowledge sharing and learning processes to improve the Mission’s programs in-country
  • Participate in disseminating M&E findings, in print and /or in person, ensuring best practice for data visualization.  

Qualifications

  • Master’s degree in statistics, social science, monitoring and evaluation, public policy, economics, agriculture, or a related field and at least 8-10 years of relevant experience.
  • At least 8 years’ experience in monitoring and evaluation of implementation projects and different M&E methodologies, including quality assurance of data collection/reporting processes.
  • Expertise designing and leading impact evaluations, and/or performance evaluations, including conducting quantitative and/or qualitative research in one or more of the following sectors: economic growth, agriculture/food security, health and/or governance.
  • Strong economic, statistics, or econometrics skills preferred, such as experience with detailed, high-level data analysis, sampling, and design and implementation of quantitative household or enterprise surveys in developing country contexts.
  • Understanding of and experience with USAID’s collaboration, learning and adapting (CLA) framework
  • Experience disseminating complex information in an accessible manner to high-level audiences. 
  • Learning Specialist

Key Roles and Responsibilities

  • Lead activities focused on building capacity of USAID/Ghana staff, Government of Ghana (GOG) counterparts and local partners in CLA for adaptive management including but not limited to improving organizational practices and business processes to deepen coordination, collaboration, and synergies.
  • Foster strong, collaborative relationships with key Mission stakeholders to facilitate dialogue and learning and coordinate efforts towards the development objectives. Build a network of key stakeholders for ongoing learning events and conversations.
  • Develop a USAID learning agenda/plan that complements the learning activities of other donors and stakeholders, develop learning questions and communities of practice
  • Support strategic communications, including producing publications and organizing public events to share and develop learnings. Facilitate key learning events and discussions, such as brown bag events, pause and reflect sessions, and think tanks.
  • Build capacity of USAID/Ghana in translating MEL data into knowledge and in using MEL information to inform programming
  • Provide support to USAID/Ghana in implementing a knowledge management system and disseminating assessments, study findings, and evaluation reports.
  • Gather contextual information concerning Ghana that might impact directly or indirectly USAID strategy, current project implementation, and new project design activities. 
  • Identify and implement opportunities for CLA with USAID implementing partners, GOG, and other stakeholders including but not limited to participatory learning and adapting, pause-and-reflect, and data review meetings and workshops
  • Support and oversee efforts to integrate CLA in Activity design, management, and internal processes.

Qualifications

  • Master’s degree in social science, monitoring and evaluation, development studies, public policy, business administration, economics, or a related field and at least 8-10 years of relevant experience.
  • At least 8 years’ experience in strategic planning, monitoring and evaluation, project design, knowledge management and change management.
  • At least 5 years’ experience with USAID’s collaboration, learning and adapting (CLA) framework, including working collaboratively with stakeholders to review and use data to inform policy and project design and implementation
  • Experience in developing learning agendas and learning questions
  • Demonstrated experience organizing and facilitating stakeholder workshops/events focused on MEL, learning and adaptive management
  • Experience preparing and presenting complex information in an accessible manner to high-level audiences. 
  • Experience designing and implementing knowledge management systems and disseminating information to targeted audiences
  • Extensive expertise effectively liaising, communicating, and working collaboratively with a wide array of stakeholders
  • Technical expertise in one or more of the following areas: economic growth, agriculture/food security, health and/or governance sectors required.
